......, more than 76% do not even have a flip cover. And the number is growing.

At this point I think you are wrong.

He might be correct in times to come.
More and more releases simply put an FSK-sticker onto the shrinkwrap.
It's law-conform and doesn't ruin the artwork.
It all seems so stupid, it makes me want to give up!
But why should I give up, when it all seems so stupid?

AFAIK it's not law-conform. While debating the law exactly this came up but UvdL was against it because parents then might "forget" the rating (you know, because parents have to be treated like children, too...). She explicitly wanted it on the front cover of the artwork:

Quote:
The label has to be integrated in the master copy. Labelling of new releases with the help of manually fixed stickers is not permissible.

Das Kennzeichen muss in die Druckvorlage integriert werden. Die Kennzeichnung
von Neuveröffentlichungen durch manuell aufgebrachte Sticker ist nicht zulässig.

That's strange, because these variant does exist. What would be the sense in doing so, if it wasn't allowed?

But probably it's the usual difference between law's text, explained intentions and interpretation. Because the law itself (in § 12 II S.2) only is speaking of a sign that has to be applicated to the frontside of the hull.
Compare:
Gesetz zum Schutz der Jugend in der Öffentlichkeit (JuSchG)
Law for the protection of the underaged in public environments (JuSchG)
It all seems so stupid, it makes me want to give up!

That also states the protection is for public environments. As soon as you take the DVD home, no protection is required by law. So a removable sticker (or turn cover) would be allowable.

Sorry missed to add the option "Just use inside cover if back cover is same as back on outside cover"

By now that's my favorite even if the rating information is missing then.
If the back covers are not the same (usually because the EAN/UPC code is missing on the "Wendecover") i keep the default cover as it was sold to me.

Apart from that i totally agree with goblinsdoitall:
No matter what (inside or outside), please don't mix them up!

By the way i don't think that Ken's clarification was meant to allow mixing outside and inside covers.
Best Regards

The problem with "public environment" is that, while it was originally interpreted as "non-private environment", it is now interpreted as any environment where the underaged isn't under the direct observation of his parents or is accompanied by other people. Which means that "public environment" is now every time and everywhere.

Why?
It's really simple:
"Take the inside cover if available. If the back of the inside cover is missing the EAN/UPC, take the back of the outside cover."

With all the ridiculous rules here, that would be one of the simplest.

Because this way you'd get incorrect data.

All those "ridiculous rules" are simply existing to ensure correct data. "Correct" in this case meaning that the data in the database is supposed to mirror the data that exists on the DVD.

By using the scans of the two different sides of the "flip-cover" you get a custom scan that doesn't mirror any actual release of this DVD.

After some thinking I prefer "A. Always use complete outside cover (with rating logo)".

It doesn't look nice, but is the most correct and easy way. Everybody is free to use the inside scan locally. And we could also open a thread for these inside-scans, so that not everybody needs to do the scanning himself/herself.

Yes. Yes, it is.

To start with, you forgot the part about "What kind of images on the rear side qualify as cover". Then, what if the back of the inside cover isn't missing the EAN/UPC?

Which part of "If the back of the inside cover is missing the EAN/UPC, take the back of the outside cover." is so hard to understand?

As for "mixing": why the heck not? We already create an in physical-form non-existing Cover by excluding the spine.[1]
