Why doesn't dvd's/blu-rays have a sub-title search function?

I was wondering why dvds/blu-rays have no way to search the sub-titles.

For example, if I wanted to search for the exact scene in Gone with the Wind when he says "Frankly My Dear, I don't Give a ****" I could search for that and go directly to that scene. Right where he starts to say it. Within a second or two.

Right now the best I could do would be a chapter search and scan through it to the exact scene.

I don't know how the subtitle tracks are stored on the disc (as bitmaps maybe, rather than text?) but wouldn't the search function have to scan the whole disc to find it? That would not be very fast.
