You Can Upload your collection toyour Online-Collection and then Download it to other devices.

Yes, you can, (and should to keep personal data that isn't uploaded to the online collection) sync wirelessly with your iPhone or Android phone.

I am not at the PC with my main DVDP so details will be sketchy for this next bit:

Turn on file sharing somewhere under Tools on the main PC... this will bring up the IP address of the machine in the bottom bar of the DVDP window.
Go into App on iPhone, select Databases (for Android you swipe the main screen to the right to reveal the option, then set up the database name and Update (put in the right IP address) -Note the first time you do this it will take an age but after that it's quicker.

Sadly no, you cannot direclt link the devices with a cable and update more quickly at present... maybe a future update.

See my other post for iPhone; the best way for laptop is to Backup your collection to a file then email or share the file onto your laptop (big collections with lots of images can have rather large backup files), then Restore from this file on the laptop.
IIRC Backup and Restore are both options under the File' tab but if not I'm sure you can track them down quite quickly... BTWjust backup to a normal file NOT removable media (if the option is still there), even if you are using removable media... that option was for old floppy discs etc so the backup could be split over multiple discs and is *much* slower... memory sticks just act like a hard drive so can be backed to directly.

You *can* upload to online collection as F1Database says, but you risk losing personal data this way and certainly will not keep any personal images as the online only uses images from the main database.
