User Profile Link Doesn't Handle "Special" Characters

The PM link translates extended characters to code, but the User Profile link fails to do so.  The example, below:  "å" vs "%26%23229%3b" renders Flåklypa's User Profile inaccessible without some "URL-fu."

No it didn´t. It looked like "Flåklypa" before (I think) and that is what I enter in the "User setting". But when I go to the settings again it looks like this: Flåklypa
So something has changed, but not in a good way. 
Is this site heading in this    direction ?

or http://www.dvd-welt.de/privat/tempfiles/Flaklypa.png in case anyone has problems with utf-8-URLs, which they shouldn't this day and age.
