I was watching a british show from the 70's and came across this designation of "Camera by" and wondered if this is allowed by the rules since there is no DoP.

As far as the rules currently read, probably not since it's so close to being an interpretation of "Camera Operators"

It seems like old British TV shows rarely had any credited Cinematographer or DOP though. I see "Lighting Director" quite often.

It's far too vague to be used.

And keep repeating, "it's OK to leave some roles/jobs empty".
