Recurrent co-production problem, re. Triplets of Belleville

So, the regular problem of international co-productions.  Rules say to input the country where the "primary production company is based."  But how do you determine which is the primary company?

The movie in question is The Triplets of Belleville.  I will give the exact phrasing as is given on the screen.  Can someone please tell me how the primary company can be determined, especially since on-screen the film tells us it is a co-production?

There are, incidentally, 8 French companies, 3 Belgian companies, 3 Canadian companies, 2 British companies, and a fund attached to the EU.  Looking at the closing credits, it seems most of the work was done at studios in Montreal...

The primary production company is probably the first one listed.

When it is questionable like this i just don't worry about the online.  I pick what i think is right locally, set it, lock it and forget it.

I always go with the credits when there is an actual mention like this. So in this case I would enter France, since it's listed first. But I don't think there is a definitive answer until we can have multiple countries, or at least an option for co-productions.

Go with the credits. this is primarily a French Production "Les triplettes de Belleville", with a french director and French cast, therefore a French Production company.  Primary production company is "Les Armateurs"

That may be the movie in question, but the DVD in question is 043396-032316, which is titled 'The Triplets of Belleville'.  That being the case, her comment is hardly fallacious.
