We currently have a contribution with 90% "Yes" votes, where the divider only has the episode titles without the numbers, per the Rules.

I don't remember seeing this to vote on... but I will have to go double check. That is one of my pet peeves. All episodes are to be numbered.

I have seen roman numerals been used. Is that also not allowed?

Only if that is the way they are numbered on the DVD.  Actual numbering from the DVD cover, DVD menus or on-screen titles are permissible.  The simple numbering, e.g. "1. Episode Title", is to be used when no numbering is present.

Per Rules no... the rules tell the format to use. Unless of course the set uses roman numerals... then I would say this part of the rules comes into effect..
