Why are contributions accepted for UPC's without Cover Scans?  This is damn annoying..

Why shouldn't they be allowed? Not everyone has a scanner.

I just think in this day n age they should be compulsory with a contribution.

Another issue is, I am in NZ and most Blu-Rays here are the same as the Australian ones which come with the Aus age rating system on the slip cover. 
However in NZ the films are rated by our classification system and a sticker is put onto the slip cover over the Aus rating.  Sometimes these differ.  i.e. Shutter Island Aus MA15+, NZ R16
If I contribute cover scans for this AUS UPC, it will have the NZ classification stickers .  Would it be accepted?

Hmm cause the UPC is identical to the Aus ones.  In fact they are the AUS ones, but the title gets reclassified in NZ and I guess they don't bother to reprint slip covers for NZ, just apply the classification sticker over the AUS

So what if the UPC is the same? Over here in Europe there are plenty of releases where the same UPC is being used in different countries. Happens all the time for e.g. German/Austrian/Swiss, pan-Scandinavian and Benelux releases, not to mention European-wide releases of music DVDs etc.

By far the easiest way out is to create a new profile using the same UPC with NZ as Locality. Otherwise you might end up in endless ping-ponging with Australian fellow users who want to see THEIR rating on the covers and in the profile.

The beauty of the current partial contribution system is that everyone might contribute exactly what he can and want to contribute.[1] Making anything mandatory would start to exclude desperately needed contributors.

Just an example: I couldn't contribute Blu-ray-DiscIDs (no BD-drive) and I won't contribute Cast and Crew (for a number of reasons) so if one of those were to be made mandatory I would have to cease contributing completely.

As already stated, that is exactly where the "Locality" comes in.

If there a no covers at all, they might. As soon as better ones, meaning fitting the locality, those should override them.

It might very well be that the person does not own a scanner. If you do, why don't you consider scanning those profiles to share with those who don't.

I didn't have a scanner until recently but that didn't mean I wasn't helping the community by contributing what I could.

This database relies on the community to help one another. Therefore, making something mandatory is not something I would ever like to see.

I of course agree with what the others are saying. Making something (really anything) mandatory is a bad idea.

I have had a scanner for about a year or 2 now... but I was still able to make a lot of contributions even without scans... why would anyone want to stop that?

Though I can understand that point of view, I totally disagree. Many people do not any more contribute, or contribute very partially because rules, as they are now, oblige contributors to share wrong data. I personally would be ashamed to give other users data that do not exist just because rules ask me to alter correct data. That is the main reason that limit my contributions, which were always complete before certain rules were decided. I also know other potential contributors who keep their excellent complete profiles local just because their correct data are against rules.

So, if contributors are desperately needed, just allow them to share data that exist, not that they have to invent.
