Anybody who has that particular profile in their collection is allowed to vote.
Ideally yes, people shouldn't be voting on cover scans if they can't physically compare it to the original, but that would be impossible to police - how would you prove they actually own it?
The "no" voters have to give a reason why they are voting no - do those comments give you any clues as to why they don't like your scans?

Edit: in case you didn't already know, you can click on the actual voting numbers under "My Contributions" and this will show you the votes in detail, including comments.

Edit 2: I've just had a look at your contribution and the comments are no help. What I would suggest is that you point out in your notes why your scans are better (originals too dark, more detail now visible in clothing etc.) and hope the screeners read them thoroughly!

Unfortunately voting on cover scans is very subjective and people are free to vote based purely on personal preference. There's not much we can do about it I'm afraid.

In my lokal database all covers are locked, because I do all my scans with 200dpi.

For such cases we have a neutral vote.

If I don't own a DVD/BR which I can compare and I'm unsure I'll vote neutral and let the others decide. (hopefully users that can compare with original)

It's always good to point out the improvments as contributor.
As voter it is always good to point out why the decision is going to existing or new one.

I will very rarely vote anything but Neutral for something I don't own a real copy of, so any dubs, customs or wishes instantly get neutral votes except in rare situations where new scans are so obviously better I don't have to compare them, or data I know to be right is being submitted (like Luis Guzman getting cleaned up common-name wise).
