First of all: welcome to the Asylum!
Now, your question. Whether or not the program will recognize a dvd you put in the drive does in principle NOT depend on whether it's PAL, other region, or an old or a more recent movie. DVD Profiler reads the Disc ID of the DVD, and if it finds a match for that Disc ID in its own database, it will tell you and offer you the possibility to download the profile.
However: DVD Profiler relies on a user-built database. The completeness of the profiles in the database in general varies across regions and localities (it varies according to the number of active users in that locality who are contributing to the central database). Not all profiles in the database include Disc IDs, as they may not have been contributed yet. Generally speaking, in my experience you'll find the most complete profiles in the localities USA, UK, Germany and Netherlands (in that order).
So in the end the chances of a match of the Disc ID of the DVD in question partially depends on the locality you're getting your DVDs from.
Final remark: Disc IDs are not the primary method of identification of DVD releases DVD Profiler uses. The preferred method is by UPC/EAN (the number code at the bottom of the barcode on the back of the DVD cover). You can either type these in or use a barcode scanner to read them. There´s a fair chance that even in cases where the central database does not contain a particular Disc ID, you will nevertheless get a match using the UPC/EAN.
I would like to encourage you to play around with the program. The free version will allow you to handle up to 50 profiles with very few restrictions. Personally, I consider the 30 bucks I spent on a full registration of this program as one of the best (if not THE best) investment I ever made!
