First letter of overview.

On some titles, the first letter of the overview is "supersized" and a different color. 

Now I know we don't contribute color aspects, but some people are contributing these characters as bold.  Should this be considred correct?

Did the Overview (as it existed prior to us having the ability to add real bold/italics) have quotes around highlighted text? 

Did that initial Drop Cap have highlight quotes?

If the answer to the first is Yes and the second No then i'd vote No.  If it didn't need highlighting before it doesn't need it now.

Actually i'd vote No regardless because it's not proven to be Bold, just different and we don't have a "different" option.

Ken has now clarified the rule. We do not format individual letters only whole words.
