I'm a little unclear on exactly how the writing credit is expected to be entered when both the original story and the screenplay are attributed to the same person, especially when the original story was apparently written for the screen.  For example, for the film 'Charlie Chan in Shanghai' the writing credits are as follows:

Original Story and Screen Play by Edward T. Lowe and Gerard Fairlie

I have the choice of crediting both Edward T. Lowe and Gerard Fairlie once, as "writer", or of crediting each one twice, once as "Story by" and once as "Screenwriter".

My preference would be to credit each as "writer", but the contribution rules seem to suggest dual credits, which I can understand if the story wasn't written specifically for the film.

How are others handling this issue?

Since the on-screen credit says "Original Story and Screenplay By..."

I would replicate that as closely as possible:

Story By          Edward T. Lowe
Screenwriter    Edward T. Lowe

Thanks.  I suppose that is what a strict interpretation of the new rules requires...

No, a strict interpretation of the rules would disallow this credit completely because it is not listed exactly like this in the crew table.

But, I would use a much looser interpretation and agree with hal9g.
