No, it's basically the same.  The credit in the OP is for two roles, "Flanagan and Allen", and one actor name, "Themselves".

And since the rules tell us Themselves could never be a name and thus becomes a role we have Themselves as role and Flanagan and Allen as names. Making it a completely different situation!

Not really.  We simply add an additional step to transpose the Role and Credited As data to satisfy that part of the Rules:

"Normal" entry:

Bud Flanagan [Themselves] as Flanagan and Allen
Chesney Allen [Themselves] as Flanagan and Allen


Transposed entry:

Bud Flanagan [Flanagan and Allen] as Themselves
Chesney Allen [Flanagan and Allen] as Themselves

A divider is still not warranted.

I'd go with that one.  Unless it were an obvious collective like The Wachowski Brothers, I'd treat them as two different people instead of a collective.  Under no circumstances would I use a group divider for this.
