That's how I do it as well. It's indeed not easy to formulate this as a rule. I think in case of an international co-production (more than one CoO) one should explain in the contribution notes why one has chosen the contributed CoO. In the rules a sort of guideline could be added that gives a list of factors (nationality of production studios, cast & crew, filming location, the original language of the movie etc.).

The best solution still remains a feature request -> checkbox.

As for how one is to determine CoO, it is by the home country of the main production company/companies.  If someone is determining CoO differently, they shouldn't be.

That's why we get LotR = New Zealand, for WingNut.

For international co-productions, I always leave them blank.  For an easy example, Robotech's main production companies are Tatsunoko Productions in Japan (for the 3 original anime series) and Harmony Gold in the US (for the new scripts & plot that were written to create Robotech out of 3 different series).  Since you can't say that Tatsunoko or Harmony Gold is more important for Robotech, you leave it blank.  If we had checkboxes, you check Japan & USA. 

Yes, Robotech is a bit of a special case, since Harmony Gold comes in after the fact and most international co-productions are cooperating at the original time of production, but it illustrates the point easily.
