Simple: if the number of profiles is a tie, we use the name variant with the larger number of profiles.

I believe Ken's ruling in a case such as this is that first we go with the number of unique titles.  In this case there is 1 each, giving us a tie.  In the case of the tie, I remember Ken's ruling being the number of profiles, which makes it Head of State, which makes it Lee E. Cox.

When he appears in something else then perhaps an actual common name can be attributed.
