PowerDVD is fine. I rarely ever notice it giving an incorrect spec for Audio Tracks on a disc. In later versions of the program you do have to open the VOB files dirrectly to tell if certain 2.0 tracks are "Surround" flagged or not.

I don't know of any program that can distinguish a 2.0 Mono track from a 2.0 Stereo track. You literally almost have to rip a sample and open it in a sound editing program to be certain.

These are solid programs to check a DVD's audio specs with:
DVD Audio Extractor
IFOedit
MediaInfo

BDInfo is useful for checking Blu-ray audio, but isn't always 100% accurate.
