Actually not quite vice versa. Eg. in Finland all government documents, laws, etc. must be produced in both languages. Some cities on the coast are 100 % Swedish speaking. All Finnish kids must study both languages in school. How's your Finnish, Patsa? 

Minority languages are not treated the same way as an official languages. There are also recognized minority languages in Finland too: Finnish Romani, Sami, Finnish Sign Language, Russia. Actually I believe that the status of Finnish and Swedish in Finland is the same as of Dutch and French in Belgium.

Maybe you're right, I haven't studied the law. 

But then, not even Swedish is an official language in Sweden (this is true!)

Thinking a bit more about this, and why there is a Canada and a Canada (Quebec) and I think I came up with the answer (and why The Netherlands is only one locality):

Canada and Canada (Quebec) have different rating systems, where it looks as if the rating system in The Netherlands (regardless of language) is the same.  So I suppose it would make sense to put the overviews in The Netherlands in whatever language(s) are on the cover.

You are right. Just when I wrote my previous message, I studied what eg. Wikipedia has to say about the languages of Sweden. It says that Swedish is de facto official language. We have the status of languages written in the constitution.

Eh, The Netherlands is only one locality because it's one country with one official language (Dutch).
I think you meant Belgium which has two main languages (Dutch and French) and is not part of the Netherlands.
It used to be but that was a long time ago and maybe it will be again in the future but I doubt it.

Only the Flemish Region
would maybe return to the Netherlands. But like the newest country in Europe:
Kosovo independence is more likely.

And that's why I said Belgium has two main languages, because German is spoken by only a small number of people, and I never saw a Belgium DVD with that language on the cover.

I think the reason for Canada and Canada (Quebec) is more related the the covers than the languages in the Overview.
With cover in French Only and Covers in English ONly for the same UPC, it makes sense for DVD Profiler to provide a locality to accomodate both.

If the same situation also exists in Belgium (with unilingual covers in a bilingual country), I guess Invelos should provide also multiple localities.

That situation would be VERY uncommon for Belgium. Usually there are so-called "Benelux" (Belgium, Netherlands, Luxemburg) editions with just ONE cover and  TWO languages (Dutch and French).

For the Netherlands, you would enter only the Dutch text, for Luxemburg only the French one, for Belgium both.

I will agree with you that there are in fact English only/French only/Bilingual covers, but I don't believe that is the reason for the locality split between Canada and Quebec.  Quebec does NOT participate in the Canadian Home Video Rating System as the rest of Canada does. 

Quebec uses the Régie du cinéma for film ratings.  Therefore regardless of cover language because a DVD can only have one rating in a locality, Canada and Quebec have to have seperate localities.
