I thought it had changed because I've seen about 20 recent with Unit additions and when I vote no I get a IM stating that location units are allowed. And I was the only one voting no.

There are some threads that state it should be allowed in cases where principal photography occurred in those locations.  Because some credits will say "Ney York" and in addition "New York Second Unit".  Typically if principal photography is done in an additional location the only addition is the art crew.  The DoP, PSM, Director and stars typically travel to that location.  Sometimes the location units are in fact secondary units.

However there is no definitive yes or no from Ken and Geri on this, only on second units.
